Spectrum Management Policy
Our policy experts have extensive experience with both domestic and foreign spectrum management, including client support and personal attendance at multiple World Radiocommunication Conferences. The president of the firm served as the Administrator of the U.S. Government’s National Telecommunications and Information Administration, and was the U.S. Head of Delegation to the World Radiocommunication Conference in 2003.
Space and Satellite Policy
FTI brings extensive regulatory analysis and advocacy experience, both domestic and international, to the commercial space and satellite markets. This expertise allows FTI to assist government and private sector clients on matters associated with ITU regulations, U.S. policies around commercial space launch, commercialization of space travel, hosted payloads, new U.S. military operational and national security structures, and the impact of emerging satellite services, including non-geostationary (NGSO)/Low-Earth-Orbit (LEO) constellations on the domestic and international broadband markets.
Our specialization includes analysis of wireless markets, advice to the public sector on management and use of spectrum resources, auction design and implementation, and regulatory management of spectrum usage (both commercial and public). FTI has served as an expert adviser, author and editor for the ITU’s Telecommunications Development Bureau on these matters.
Our firm has been handling Internet policy issues since the Internet’s infancy. Our staff has executive experience working with global internet and web hosting companies, and we understand the implications of regulation and various forms of oversight on our clients’ operations. We have also assisted government agencies in formulating their positions on Internet governance and other related policy issues.
Broadcast Spectrum Policy
FTI brings extensive regulatory analysis and advocacy experience, both domestic and international, to broadcast spectrum policy issues, including the digital dividend created by the clearance of airwaves for digital broadcasting. This expertise allows FTI to assist government and private sector clients on matters associated with the DTV transition, the broadcast incentive auctions, and issues related to the balancing of mobile broadband issues against continued broadcast operations.
Homeland Security/National Security Policy
The firm has provided strategic guidance to both government and private sector clients concerning radio spectrum and a range of communications technologies as they support national security. We have also provided leadership in shaping national rules in the U.S. for a public/private partnership devoted to build-out of the public safety network.
Broadband Analysis and Regulatory Frameworks
The firm has expertise on the regulatory framework for deployment of new technologies, including broadband fiber optics and licensed and unlicensed wireless technologies, including those based on new spectrum sharing techniques and policies. FTI has extensive experience in helping countries worldwide to establish new telecommunication regulatory entities, restructure outdated policies, and create new regulatory frameworks.
