Arlington, VA, June 30, 2025 – It is with great sadness that FTI announces the passing of Tom Woods, a dear colleague and friend.

Tom was the consummate spectrum policy professional and public servant, having given over 30 years of service as a radiofrequency engineer in government and, since 2017, at FTI. As Chief of the Frequency Assignment Branch, Tom steered the government through countless challenges, supervising the review of over 80,000 radio assignments from 20 government agencies every year. In that capacity, he was also instrumental in upgrading NTIA’s computer structure, implementing lasting changes that greatly improved radio frequency assignment thereafter. As Deputy Division Chief of the Spectrum Services Division, he assumed even greater responsibility, including becoming the Chairman of the Frequency Assignment Subcommittee of the IRAC, developing and implementing the Division’s annual operating plan, establishing high-level priorities, and working closely with federal agencies and the FCC to resolve differences and ensure efficient and effective use of government spectrum.

Tom’s legacy is one of steadfast leadership, faithful service to the American people, and unfailing kindness in his professional and personal relationships. We extend our sincerest condolences to his family.
